Does anyone know why some comments get put up for review, and others don’t? I commented on a few posts last night, and the comments kept disappearing (I’m on mobile) and then reappearing as if I hadn’t clicked to post.
Upon clicking again a third time, it finally told me it was up for review. But how long does review take? I understand it’s an important process, so as to keep the forum safe! But it’s weird when you’re just excitedly discussing the game and you kind of feel a little left out that you can’t post :/

The up for review is stuff caught up in the automatic filters. It's easy to conjecture that it is looking for inappropriate language. Other things that would be flagged, we can assume, would be personal information or information about other sites that infringe on the terms of service.
I would expect that review time is highly dependent of time of day and review load.
So, the answer to your question is, "No, the site operators have not explicitly said what causes posts to be reviewed and will point you at the forum rules."
Gotcha! Yeah, there's one post of mine that's in current limbo and I've also received warnings for god knows what? So I'm super confused about all of this o__o
