I've received quite a number of them so I cant say I'm low on the spawn rate. I do not disagree with you though! Are you using a TTD, Walking around, or playing in one spot ?maybe this can assist you in the amount of spawns you're seeing?
Also I heard players report that their experience was better after they downloaded yesterday's new assets
They have been pretty sparse for me. I am getting a good number of the other low Oddities. It seems like things of this nature spawn more in the final 8 hours of events for me.

I haven't seen even ONE Leprechaun!! I have driven around areas with lots of action but not one leprechaun. What's up with that???
