50+ inns but NO fortresses

So I went to Lewis University in Romeoville IL and decided to check out the WU stuff in the area. What I found was pretty shocking. The entire campus which consists of 50+ inns/greenhouses and the surrounding area has 0 fortresses. So I decided to check Pokémon go to see if there were any gyms, to my surprise there were about 5 gyms. Please help get this to someone who can change it, the campus desperately needs a fortress (or more) in order for Wizards Unite to thrive on this campus.

    This is because Pokemon go uses a very formulaic method of distributing Gyms within Cells.

    Once there are 4 portals that transfer over to Pokemon Go within a certain S2 cell, one of them becomes a Gym. Its actually quite ingenious.

    I am not sure the method Harry Potter uses but it seems to be RNG. I know one street in Guam that is about six fortresses in a row follows by one greenhouse. This is equally useless.

    Here is an explanation of what "cells" are.


    There's some balance to inn types but the basic inn/greenhouse/fortress distribution does still seem to be random. I don't know if that was a deliberate conceptual choice or just an extra layer of complexity that never got programmed in.
