Possibly Constance is giving us in the taskforce a coded warning, because her ministry superiors refused to allow her to state it openly. This suggests someone above her is preventing her from sharing all her insights.
They did think her odd when she was at school, but that's not enough to be an agent of Voldemort.

I'm leaning toward Constance sending out a coded hint that the death eaters are coming and we will battle them. Besides, it fits incredibly well with the YouTube vid that recently came out basically announcing the same, though "coming soon". (For those that haven't seen it, check out the HPWU official channel on YouTube.) As to how she would know, I suspect there's a rather logical assumption that it would have to happen eventually because that's been glaringly missing from the game up to this point as the new references in game through encounters and rewards get more and more obscure. In essence, they're filling holes that I suspect the fanbase has been clamouring for. I know I certainly have. Think the posible thrill of being in essence in Molly Weasley's POV and facing Bellatrix, or being in McGonnagal's POV and facing Snape? I'd even take any of the more minor DE that showed up in the MoM at this point over some of the rather nondescript hunters and such we've encountered so far.
It's seems highly likely that the creator(s) of the calamity want to pull Voldemort out of time to bring him back. Especially if this game takes place after Cursed Child when all the time turners where destroyed.
Constance is either sending us a coded message or she is a secret death eater and is sending them a coded message, a verbal dark mark to indicate to fellow death eaters that the time to come out of hiding is now.
