if your rural town doesnt have many inns get into ingress and SUGGEST . some portals they turn
into inns and frortresses and green houses in harry potter or poke stops in pokemon go. the only reason rural areas have less is that not many people played ingress when niantic started and didn't suggest many art or architecture or places of interest in your town for portals .. if you suggest them as portals and they get accepted they will turn into inns and green houses.

Any idea when they turn or what the criteria are? Because I have 4 new portals since WU launch who aren't converted yet.

@Caeleon It seems the Migration of new POI from Ingress to WU isn't active yet. If I had to guess, that would require the game to be released globally (which it isn't, yet)
In general, POI (to be accepted by the OPR-Reviewers) are places of:
value.
Economic value on its own does NOT make a good POI and K12 Schools as well as Adult-ONLY-Places are EXPLICITY blacklisted.
And POI must be HUMAN CREATIONS... an ancient tree is not POI worthy.
And all POI require "safe pedestrian access" and need to be open to at least a certain number of people (POI on private single-family residential property are also a no-go). POI that may interfere with emergency services (obviously) are also blacklisted.
@Gorinemax To add new POI (assuming, the automated migration has been activated), you'd need to be Ingress Level 10 or Pokemon GO level 40. Once you are, there's an option in the game to suggest new POI, which are then reviewed by other players (Ingress-L12 + having successfully passed the "OPR"-Test that determins whether you understand what a "good POI" is)
Not true anyone can submit a portal. I remember distinctly an area that said so for the longest time lvl 8 was the highest it wasn't till later they implemented higher levels.
As far as I know you have to be an L10 agent to submit portals. You have to be an L12 to do OPR.
You don't have to be any level at all to submit portals. I never cared about opr .
Creating New
You cannot actively create any portals in the game. Portals must be officially submitted using the following steps.
Steps to submit a new Portal:
1) Make sure your GPS on camera app is enabled ( Open Camera > Settings > Store location >ON )
2) Snap a photo with your Android phone with the standard camera app
3) Select the Share option for the photo
4) Share to NIA Super Ops (with the Ingress logo)
5) Enter a proposed title for the Portal and touch OK.
6) This prepares an email to our Niantic Ops team with the photo and location of the object. Send the email.
7) Niantic Labs will review the picture and object location and then add it to the game database if it meets our general criteria for Portals.
Example types of objects:
– Statues
– Unique architecture
– Outdoor murals
– Historic buildings
– Special outdoor buildings
– Unique local businesses
How long will it take:
– Decisions on whether or not a Portal will be accepted will take up to 2-3 weeks.
– Expect a Portal to go live 2-3 weeks after it is accepted.
Tip: The location of where you take the picture, is where the portal will be created. Also, it should be safe and accessible to the public
@H4rdC4ndy Given that Niantic revamped the original POI-Submission-Process and outsourced the review of the submissions to Players due to the MASSIVE AMOUNT of submissions (which they at some point couldn't handle anymore), it seems somewhat counterproductive for them to accept submissions in the way you described - like an exploit.
I wonder how long it'll take until that loophole is shut.
The portal submission technique that @H4rdB4se suggests hasn't worked since 2013. That was the original method before they introduced in-game submissions, then they suspended submissions when they couldn't cope, then they brought them back when they introduced OPR. Submitting in-game is the only way that will work.
Right now as @Lucoire said portals aren't synching into Wizards Unite. It may be worth following the standard Ingress portal submission path and hoping they turn on synching soon, but don't hold your breath. And please, make sure any portals you submit follow the guidelines otherwise the OPR reviewers will bin them pdq. Also spend some time creating a good title and a good description, these things all help us reviewers.
I added a portal in Ingress a few days ago. It got added in Ingress yesterday or the day before. It showed up as a fortress this evening.

So basically what I said is correct it's worth playing ingress to get inns created in rural areas. I wish there was a way to submit inns in wizards some people just hate ingress and are actually invested in Harry Potter games more.
@H4rdC4ndy it's probably not worth playing Ingress to submit portals to get inns. It would take significant effort and help to reach level 10, especially in a rural area.
I would check if there are any Ingress players who can help you out. You could install Ingress and see if there are any active L10 or higher players.
You can also prepare the portal submissions for them, here's what they would need.
Photo of the portal, photo of the surrounding area, name of the portal, location of the portal (lat/long or equivalent), description of the portal, reason for the portal. See the portal requirements.
I imagine at some point they will open up inn submissions in HPWU, but you will probably have to meet a level requirement and that will be hard without inns, catch-22. So enlisting help is the best way to go.
