Ingredients and foundables do not appear
I’m over in the Travis Airforce Base area in California, i play the game with a few others. Ingredients and confoundables do not show up for us in the area even when next to a fortress or inns. We have to use the potion or detectors to get confoundables to show. We love to start having things appear.

welcome to the forum. yikes that is indeed a lot of POIS with not much going on. I don't know if it is a bug, but it might be worth reporting here.
to the right is a report bug orange button.
You may find it helpful to read known issues and the tips on how to report a bug as well
internet and network information will be help in the report as well as your phone make and model and what version the HPWU game your running

They updated but things still don’t show up we’ve walked around(flag change)
Flag change just about what task in marauder are you on. It will change back if its over (at least flag in my area revert back to it used to be).
Anyway maybe military base is forbiden play area? About secret or something and anyone with mobile phone loitering around.
They have kids that play Pokémon in the area as well and i play that one too. Haven’t had Pokémon show up unless i use an incense. And these stops are near the housing not necessarily the main area.
@i1nvaderz1m there is a theory that spawns increase with rate of play (slowly). So if there are only a few of you playing on an irregular basis it may take time to increase the rate and number of foundables. The inns and other poi are based on ingress and Pokémon go spots, so it may take more time and more people to get the increase you are hoping to see.
I know they used to have zero spawns in Pogo. Not sure if that's changed. It appears to still be an issue in Canada.
