Pretty much all POI have to abide by certain rules - either payed for as part of an official partnership with Niantic (as SOFTBANK, CIRCLE-K, AXA have done in the past and AT&T recently) or through the OPR-Process (which then requires the POI to be of historic, artistic, recreational or educational value).
It should be noted that K12-Schools as well as "100% adult targeted" places (like liquor stores, tabacco stores, brothels and the like) are very strictly excluded. The reason for that is that Niantic has to abide by certain laws (youth protection laws) which includes both keeping minors away from "adult" places AND refrain from tempting them to slack on their education for a game.
I wish they'd reincorporate the way it was with Ingress when it first came out. Many business and locations have either sprung up or disappeared. It would be nice to have a player interactive capability as they did then. If what you say is true that it must be paid for, then Niantic has seriously proven this game to be nothing other than a strictly cash-grab operation on all levels - from inn placement to playability. Sad actually. Even though I stopped playing Ingress a looooong time ago, at least it was community focused and community contributed.
Other places that aren't allowed are private property and property that isn't accessible 24/7 (i.e. inside parks that close at dusk, though park signs that are near the perimeter are allowed).
Well you can...sort of. First step is to download Ingress and play that until you are level 10 (depending on how much you play, could take a year or so), then you can submit your own portals (approvals seem to take anywhere from a month to a year). They don't seem to pop over to Pokemon Go very quickly, so maybe have to wait a few months or longer.
So all in all, you should be able to get an inn at your business in about 3-5 years...congrats!
I mean, that's one way, but it would be a great money maker for them to be able to "buy a listing" or something, but then that opens it up to everyone that wants an Inn right on their couch.
@Craeft As I explained in several places and varying levels of detail, OPR (short for "Operation Portal Recon") is Niantic's reintroduction to SUGGESTING NEW POI as players of Ingress (L10 or above) and Pokemon GO (L 40). And those Suggestions then are curated by players of Ingress (L12 and having succeeded in a test to determine whether you understand what a "good POI" is)
In general, POI (to be accepted by the OPR-Curators) are places of:
value.
Economic value on its own does NOT make a good POI and K12 Schools as well as Adult-ONLY-Places are EXPLICITY blacklisted.
And POI must be HUMAN CREATIONS... an ancient tree is not POI worthy.
And all POI require "safe pedestrian access" and need to be open to at least a certain number of people (POI on private single-family residential property are also a no-go). POI that may interfere with emergency services (obviously) are also blacklisted.
If you want to have your company (or franchise) to BYPASS that whole process, you'd have to partner with Niantic.
So TL;DR: they've REINTRODUCED and IMPROVED the process how it was in the "old days" of Ingress.
