Hi! I just packed in a new home and here there is absolute no item to pick or shops in the neighbourn. There is any chance to contact the developers and add something in my town?

Welcome to the disaster that is Niantic's "point of interest" policy.
In a nutshell:
1. Niantic started with an app for virtual tours of interesting places while part of Alphabet/Google.
2. It launched a game, ingress, and let players add points of interest for the game. The majority of the Poi's as a result are from people who played this game early (rules for adding new Poi's got more restricted with time.)
3. Two big new games were added, adding more and more players, in more and more areas. And even with the database of "who is playing, and where they are", there is no "Lets add in more Poi's in poi-poor areas with players".
To add in new Poi's, you need to be a certain game-level in either Ingress or Pokemon. I got one estimate of 6-12 months of play for one of those, and no clue on the other (level 12 ingress, level 40 pokemon, I believe, are the cutoff points).
So:
A: No one working at WB / Portkey / HPWU has any ability to add spots unless they were already high-level in one of those games as a player.
B: No one playing only HPWU will get to add points
C: Ingress players apparently (confirmed from two players now) attempt to balance Poi's based on game-play balance of the two sides, even to the point of removing Poi's that give one or the other an advantage (so, it has gone from a database of interesting locations to a database of game-control points intended for balance between two teams in one specific game.)
Niantic basically has a database that is trying to serve at least three different, competing goals. They need (my opinion) to have one master Poi database, and three different per-game balacing subsets (which is a total of 4 different goals).
Until Niantic does anything differently, the game is basically "Drive somewhere interesting, and play there". There is no work-around for this in sight.

So what's the normal time to reach level 10 now?
About 6 months ago, a friend of mine took about a month to make level 9, and then realized that it would be about 6-7 months to go from 9 to 10.
Not for someone that knows what they are doing to speed level, but for a normal person that wants to get some PoI's added/fixed/moved/etc?
Iirc the account to submit poi need not in "banned" state from any niantic game. So its best to make different account for any niantic games.😬
Or, maybe, not get banned from any Niantic games.
Agree, anyway early stage of ingress the hate brews between the two faction was very fierce (in my experience at least) with submiting, removing portal even reporting other color for possibel cheat. And portal hunter for possible "guardian badge". Whell its OOT,
