Is anyone else having trouble when you go to an inn and it tells you you are too far away from it even though you’re literally right in front of it or barely passing by it?

All the time, unfortunately. My most infuriating one is a fortress where I am literally sitting on the base of the sculpture and it tells me I'm not close enough - I can't physically get any closer!
It rarely happens to me but it does in areas where the GPS is understandably imprecise. Given how GPS works, those areas include the vicinity of tall buildings, tunnels, bridges and indoors areas in general.

yes inns fortresses and greenhouses, and apparently when you just barely pass one you're out of range too even if it's only inches away

Yes, I have the same issues, and I get the feeling this happens when you are barely in range, or when there's drift involed.
I also think it throws the wrong error messages. I often get a "can't connect to the wireless network" when i'm on the edge of the Inn's reachable radius.
There's the 'real' GPS position of your device, and there's the position of your avatar in location games. The avatar isn't moved immediately with your GPS location - there's some delay, averaging and error correction involved (otherwise we'd be jumping all over the place). But it almost seems as if, when GPS drift occurs, the Inns don't heed the avator location, but the underlying GPS position.
