Portmanteaus are found when you have empty slots.
Portkeys are found when you unlock a portmanteau by walking the specified distance.
Do you mean the silver keys that are used to unlock a portkey? If so, they can be gotten by leveling up, occasionally as a random reward when beating a confoundable, occasionally as a reward for certain achievements, or for purchase in the shop.
