That's most likely not going to happen. Another Niantic game called "Ingress" had an ingame chat and that one turned toxic so quickly and so intensely, that it'll probably never be attempted again by the developers.
Niantic should have the tech by now to at least allow Localized Chat, to the people you can see on the map around you.
Oops... Okay, well they need to allow us to see other players on the map. Except for Niantic Kids players. Why Do they have Niantic Kids if they don't intend on, well, letting us Wizards, Unite?
For a game called Wizards Unite, with a build in parental control system, there are in fact almost Zero social systems, or Ways for us to Unite.
It's something that Has to change if the game is going to last. There are posts all over the net about the lack of social features and community in game. This very site, I think, is their temporary fix.

Ingress just used IRC for chat.
