Can we get it set up so we can see our fellow witches and wizards on the map? Only when the other players are online and want that feature turned on. But it would be cool to see other witches and wizards walking/ riding broomsticks.

This has been addressed. Niantic will not allow a Marauders map type thing. With ingress, there were literally people stalking others and there were some negative results (including vehicle damage and ****). It's absolutely a bad idea.
My counter to that is to allow teams/groups to set up in game and while the group is active, allow tracking. But they must be invited and part of said group to ensure trust.
