I am starting to develop a love/hate relationship with the horned serpents. I would love to find one and hate that I'm not (dad joke but I'm a mom, equality of the sexes and all that)
I have figured out that these are like the Loch Ness monster and the people on here that say they've caught them are in on the conspiracy. I'm looking at you @Herm10neG92 :)

I can tell you that I’ve seen 3 today. 2 this morning at dawn and 1 this evening at dusk. It was hot today, no rain. Just clear or partly cloudy pretty much all day. One of the two dawn serpents glitched on me because it was in a bad service area, but I do see them quite regularly.
I have a screenshot saved from a few weeks ago of a time where I defeated one (you can see it’s stamina shows 0) but it just sat there staring at me like it was invincible. I was so annoyed with it haha. Then I got an error message that said I hadn’t attacked in too long and it bumped me back to the map. Has happened to me twice now. So make sure if you see one, you are in a good service area!
The horned serpents have a red beam of light like the dragons, @Li11ee, so that'll be your indicator. I don't see them much here in West Texas either. Only when it happens to be cool and raining outside, and this must also be reflected in the in-app weather. In the first two months of game play, I only spotted two on one such morning (during dawn hours). In this third month of game play, there have been two evenings (dusk hours) like this, and I've managed to snag six more. I'm curious to find out what sort of impact winter weather will have.
I wish I could throw some over to you guys, I actually see them quite often. I've never been able to prestige my pages though.... Curse you centaur bow and doxy!!! *shakes fist*
I live in Northern Utah and have encountered several where I work by the bench of the mountain. Always at dawn, since that is when I'm up here. I live down by the Great Salt Lake and haven't seen any there. By several I mean 2 today and a total of 8 yesterday, just walking around the University campus where I work. It's usually 2-3 a work week if I don't have time to walk around much.
There was someone else in a group here that mentions he sees them on a hiking trail (Bonneville Shoreline trail) that runs along the base of the mountain. There are also reports of them in Park City.
Depending up on where you are in Colorado, perhaps you can head for the hills and find some.

I've seen 53 total. I usually see them at dusk and I seen them more with in game weather overcast or rainy. They seem to cluster if I see 1 I'll see 3 to 5.

it has to do whether your area has at least 20 inches of rainfall (in which case you will see horned serpents) or less (in which case you will not) ... this is according to a mini-brain trust that one of the “WU-tubers” has been consulting and sharing collected data
@kiheikid is right. The evidence right now seems to point to the fact that they are only showing up in places with an average annual rain fall of 20 inches. We done know who’s the source of the data, so there are a few inconsistencies...but for the most part it lines up.
It does seem like rain on those dry areas (if it lists it as rain in game) during the dawnnor dusk hours do seem to bring the horned serpents out.
Well, as I mentioned before, the serpents only come out to play when it's cool and raining here in Amarillo, which isn't often. However, today was a great day. It rained... all... day... long! Serpents were out at dawn, and then again at dusk. I finally got to prestige this page! This is probably the most satisfying thing that has happened to me while playing this silly game! Finally, I no longer have to be frustrated every time I'm awarded horned serpent eggs with an Oddity runestone. It's weird that the required fragments for the horned serpent drops from 15 to 14 when you prestige to bronze though. I saw someone mention this a while back, but I forgot all about it because I had given up hope on ever being able to complete this page. Whatever though. I'm still pretty stoked about it!
@CeruleanGirl, possibly. We also get heavy thunderstorms that pass through quickly, but these are seldom reflected in the in-game weather because they're so brief and usually not predicted. For the rain to register in the game, there needs to be a significant chance of rain in the local weather forecast. When the rain comes, if it shows that it's raining in the weather app on my phone, it'll probably be reflected in the game. This just happens to be the case again here in Amarillo this morning, so I was able to snag another three on the way to work. Could have wandered around and found more, if it weren't for all these stupid adult responsibilities.
I’ve gotten two horned serpents today! I wonder if it’s related to the Brilliant Event somehow because it’s not raining or anything like that here. Or if they adjusted it somehow so more people can get it?
Right on, @CeruleanGirl! Yep, this is probably the best Brilliant event yet. Along with all the usual tasks, Oddities of all sorts are spawning all day and night. The trace detection tonic usually helps to bring out one or two rare ones. I've even read posts by players saying they've seen dragons from other regions! I think they're more likely to come out during mid-day, so I'll try some more tonic tomorrow.
I'm still finding absolutely none. I haven't found any since this event, which were the only ones I have found at all. Las Vegas just doesn't get them apparently.

We do get sudden usually quick heavy rainstorms here sometimes. So if we should happen to have one at dusk or dawn I may find some?
@CeruleanGirl, possibly. We also get heavy thunderstorms that pass through quickly, but these are seldom reflected in the in-game weather because they're so brief and usually not predicted. So horned serpents are bountiful in areas with 20" +rainfall a year, elsewhere it requires certain conditions to find them.
