I agree. I was discussing with a couple buddies how the ratio of Inns to Fortresses seems very off. I may be wrong, but I think using the existing Pokestops or close to would solve the problem. I think if you did 2/3 of Pokestops as Inns and 1/3 of Pokestops to Green Houses. The Gyms would obviously be the fortresses.
I have found that parks, particularly large ones, are the best for utilizing fortresses to level/grind. It also allows for a bit more exercise in the process. Parks run by a state rather than a City are even better. Granted I know we all can't be that lucky (to live near a state run facility) so zoos are an excellent alternative.

I agree tons of greenhouses near the fortresses I undertake very few inns. I still am an advocate for passive energy regen as well.
Funny, I live in a busy area. I have tons of Inns and Greenhouses but haven’t found a single fortress. 🤨

For me it's inns and greenhouses everywhere and not many fortresses. It would be great to be able to submit requests for map features to change type.
I do have to agree about parks, though; one about 20 minutes away is filled with inns right next to a fortress. Perfect for ****.
