Currently, this is done through an in-app submission process in both Ingress and Pokemon Go. You must be at a certain player level or higher to submit requests in both those games. I believe only Ingress players above level 40 can review and approve new POI requests. If you don't play Ingress or Pokemon Go, or do but haven't reached a high enough level to submit requests, your best bet is to befriend someone who has. They can submit new location requests for you.
I imagine they'll add the ability to to submit in-app POI (point of interest) requests in HPWU eventually, but can't say for certain. Currently, players only have the ability to edit or remove existing POIs. This is done in the game by going to your suitcase, click the settings icon at the upper left of your screen, tap "Get Support", then choose "Inns, Greenhouse, and Landmarks."
