I've seen this twice, both times on prestiged pages that were nearly complete again. First with the Gryffindor student and now the vanishing cabinet (10/12).
@Dragonslayer199 Yes, once I collected all the Gryffindor student fragments and placed the image it was fine. Both foundables were flashing when there were two foundables left on a prestiged page, but not much besides that. The family isn't close to ranking and it wasn't my most recent acquisition.
It is just a visual indication that you are close to completing that Foundable, probably to encourage you to be on the lookout for that particular Family type. It serves no other purpose. It generally happens when you only need 1 or 2 more, though on the Silver or Gold prestiged pages it may start earlier. Once you have all the pieces, it blinks faster and places a red dot indicator on the page, Registry icon, and Suitcase.
I've noticed those blinking stickers, too. I think the registry page is just trying to tell you that you only need a few fragments to finish. I personally try to catch everything but I guess if I was low on energy I could prioritize those?
@SkyeQueene and @Polgara I agree that it seems like that might be the intended purpose, but it's not consistent. For example, I only need to get one more young Jenny fragment to finish Room of Requirement I and she's not flashing, nor is the Boggart Cabinet which is my last foundable in DADA Classroom, and that's the group where the Gryffindor Student was flashing.
@Osprey1 I actually have the same thing with Ginny, going in 3/4 and it doesn't look like it's changing at all. But with others that are close to completion (8/10, 10/12 etc.) I still see the blinking so who knows what's going on :D
Right now I also see everything that is within 1 or 2 of completion flashing on prestiged or non-prestiged pages, with the exception of Young Ginny and the Boggart Cabinet (both 2 away). So maybe those two just don't flash for some reason. Flashing ones for me at the moment are Hippogriff, Ministry Official, Prophecy Record, Decoy Detonators, Vampire, Centaur.
If you want my data, I have three confoundables within two fragments to complete, and all are slow-strobing on two prestiged pages, one pre-prestige. One is the last to complete, two are not.
I've never been a fan of this feature. The way the image behaves when a sticker is ready to be placed makes sense, but the slow strobe effect when you're nearly there is unnecessary. "Oh, you're blinking because I have 25 fragments of 30. Thanks, I guess?"

Yes I saw that too.
I think it just means you are close to completing the item/obtain all the fragments.
It means that you have gained an item to apply to the sticker. As in...if it needs 8 and you have 2 you can stick the 3rd to the glowing/pulsing one.
How does one find said sticker and apply?
@boomboxnation for clarity, I specifically said that wasn't the case. I am currently at 10/12 for the vanishing cabinet. This is something different.
Is there a colored dot on the registry part? Like there is a notification?

I have noticed that the blinking only occurs when items are near completion after having interactions with foundables of the same family.
Agree with others' suspicions. I have noticed it when the foundable is near completion. It's very confusing.

I have nothing to back this up, but I think it’s indicating that that object is nearby. Just a hunch.
