TTD spawns need to be based on the segment of the event you are working on
You've demonstrated that you can have TTD's spawn different thigns for different people based on which segment of an event they are on.
Now use that. Make it standard.
If one part of an event requires a lot of specific trace X, then make ttd's in that part spawn that trace.
If one part of an event requires a WHOLE LOT of one specific family to make sure you get enough runestones to place that big bonus family XP in the tower, then make sure that TTD's spawn a whole lot of the traces you need to get the runestones for that segment.
Etc.

I would like to second this comment/request.
600 Family XP is a grind. You might be lucky and have nearly enough fragments to prestige an image. You might even be lucky enough to be silver or gold on that page. In which case, those 600 xp can become a cake walk. Almost too easy.
For the rest of us mere mortals, getting a few with each trace we catch, leaves us needing 100+ traces of that family. I personally am blessed with an obnoxious number of spawns at my house. So just checking in every 30 min to catch all of a family, means I only need to grind for a few hours this way to get enough. Most people aren't so lucky. Using a Trace Tonic this event was a joke. So were Dark Detectors. Both gave you the normal "random" assortment of family traces. Which meant, 2-3 in the course of 30 min. When you need 100+, the task becomes nearly impossible. You end up driving around to your favorite "hot spots", while a large chunk of the country is still advised to stay home. Not cool. In fact, reckless and dangerous.
If the designers are going to continue this "grind family XP" types of task to slow players down, then it is imperative they alter the trace tonics (and dark detectors) to boost (not just a little minor boost), in a major way the family traces that are needed. Otherwise the event becomes a time suck.
I'm already eyeing next weekend and the task requiring 800 family XP. If they don't fix this, I likely won't even bother to finish it.
A nice quality of life improvement would be the ability to combine a DD with a runestone to choose the family spawns. Higher runestones will yield higher traces. This would be useful even outside the context of events.

Grinding 600 family xp would be impossible this event if I didn't have an amazing location with tons of spawns. Traces Tonics? Useless. Same with Dark Detectors. If you are lucky, you'll get 2-3 in 30 min. Sorry, but for those not blessed with a ton of spawns, that just won't cut it. Spending several minutes to use the knight bus and do a challenge for the RNG chance of getting a fragment drop, for 10xp isn't any better.
This needs to be fixed before the weekend event where folks will need to grind even more (800) family xp, but only have the weekend to do it (rather than a whole week).
Yes, I know some people completed the 600 with little effort. Based on random chance, they were already close to prestiging some images, so it didn't take much to get lots of family XP. That actually doesn't help the rest of the people at all. It shouldn't be this hard to complete an event.
I was stuck at home sick for part of the week and gave up trying to collect the 600 fxp until I could go out again. As the previous poster said, the tonics had random family spawns and weren't suitable to get 600 fxp from one family.
Changing the drops from tonics according to progress in the event is a fun way to improve the quality of play from home.

To slow down event progress, another way is to make sure potion brewing must start after the event starts. Or even after the beginning of a stage. I think you can do it, because you can reduce brewing time only on potions which have been added after an event has started.
In the current situation, players who want to rush through the event put all the potions on to brew before the event starts, so they will all be ready to remove from the cauldron as soon as the event begins.
