Introduce a new item - random fragments

Similar to Rare Candy in Pokemon Go, these fragments could be applied to any image in the registry. They could be awarded as rewards for events, challenges, 10k Portkeys or bonus boxes.

Having something like this would also give the developers the ability to award fragments to wizards when a release causes a loss of player fragments.

I like the idea, although for balance their use would need to be scaled. Perhaps something like:

Low threat - 1 random fragment

Medium - 2

High - 4

Severe - 8

Emergency - 16
