POI, the base system of Wizards Unite Buildings, is not an automatic process. Players from the other Niantic Games "Ingress" and "Pokemon GO" (that share the same POI database) that have sufficiently advanced in level are given the ability to suggest new POI. And a much more restricted ruleset of those players are given the ability to curate those suggestions and make them appear in the game(s).
Even more, there is a rather complex ruleset as to what is to be considered a high-quality POI. As a general outline, a POI needs to have at least
educational value (Libraries, Nature-information-posts, museums),
artistic value (Statues, Murals, etc)
historic value (old castles, monuments, memorial sites)
recreational value (parks, fountains, playgrounds, etc)
So a "regular government building" wouldn't necessarily make for a good POI on it's own.
