The banner is list d as emergency bit has 7 fragments, more like a fortresa battle reward. As emergency it should be 2 frags

@MasterOfShadpws it's a fortress fragment that they probably won't release until closer to the end of the month event. They set them as emergency so they won't show up anywhere until they are ready to "release them into the wild" so to speak.
