I’m a Level 14 Professor with my Charm Level maxed out and all Charm lessons complete. However, when I’m in the Fortress, I am unable to enact the Charm. It always shows as 0. I’m not sure if this is a glitch or something that Is not available to me

The zero indicates the focus cost to use the spell. In this case, your mending charm doesn't cost any focus to use so you can use it any time (with a 6 second cooldown between uses).
@StarNicky The numbers on the charms/hexes show how much focus is required to use them. The mending (stamina) charm increases your own stamina or one of your teammates stamina by 4 points and costs zero focus. If you click and drag it onto your or your teammates icon in a fortress, you’ll notice that a 6 second countdown timer starts. Once it gets to zero, you should be able to use the charm again.
This confused me very much as well initially, since a Magizoologist also has the same charm, because when I used it I hardly saw anything happen, then I realised that since it only increases stamina by 4 points it’s not very noticeable on your green stamina bar. I don’t use it very often, might do so at the end of a battle when all foes are engaged by fellow teammates or maybe if I have some time and know I only need a few more stamina points to take a hit from a foe before finishing them off with a hit of my own.
However, I did use it a lot more early on to help get the ‘Strategic Spells Cast’ achievement. Mainly in lower chambers; I would fight all but the last foe and if there was lots of time on the clock, I would just sit and continuously cast the charm on myself for a while, before finishing the last foe off.
