How were fortress locations chosen?

I live across the street from a small college, which features three Pokémon Go gyms and five Pokéstops.

I don’t understand why in WU, this campus has added one POI, but it has zero fortresses.

Trust me! None knows how it is being created.! But, I hope it will automatically detect the near POIs and will be created by the system

If I had to guess, I'd say that the "Fortresses" of WU follow the same mechanic as EX-Raid-Arenas of PoGO.

PoGO-Arenas in general are chosen based on S2-Cells (making sure that in a region there are always 75% more Pokestops than Gyms)

Ex-Raids (a special type of Encounter) will only ever happen on a subset of those - if I remember correctly, it happens only for those Gyms that are in parks (to ensure that the participants of those raids have enough space to play without being in the way of other people)

@Lucoire that makes so much sense! I was wondering why the fortress locations were so abysmal compared to pogo!

Almost all the locations in the town where I live and the town where I work are in parks. It's really frustrating, wasn't too bad so far but now winter is coming in I do not want to go walking alone in parks at night. Pogo has lovely locations in the town centre and on main well lit roads.

They did add a new fortress at a nice well lit location near a pogo one, with plenty of space, that was the one I used all the time but this week they've removed it :(
