How are POI photos chosen?

In Ingress, we can submit photos for POI and vote on them, and the image with the most votes becomes the cover photo. HPWU, it seems, is picking random photos from all available, and now it seems to be rotating through available photos at different times. Is there a logic to photo selection?
Here's a bit of history: in our town, the Ingress player who initially reported many POI submitted terrible photos with them... many were taken at night, with a greasy camera lens, through a car windshield, and often in the rain. I've posted an example below. We've gone to great lengths through the years to submit better photos and get them upvoted.
This screenshot, however, shows two gifts from the same fortress, each featuring a different photo. There is a third photo possible, which has the most votes in Ingress, but I never see it on this fortress in HPWU.
Is there a way to get the higher quality photos to show up on inns and fortresses?

As far as I know (which isn't necessarily confirmed so please take it with a grain of salt), the POI-Image with the most votes is irregularly synced into PoGO and HPWU - between about once per month and every 3 months.
So the suggestion based on my experience is: patience.
