Still receiving Lost love level 1 runestones not level 2 stones

Each time I level up I receive a runestone for part 1 not part 2. I have already restarted the game without result

the brilliant lost love runestone itself that you receive from ranking up is the same, whether you earned it during week 1 or week 2 or the in-between (which is possible if you had used the runestones and gotten family xp to rank up), but the fragment that you receive (if any) from using that brilliant runestone in a fortress battle during this week 2 should be for the brilliant foundable for week 2 (ie the portrait of lily & severus) rather than the one for week 1 (ie the portrait of dougal macgregor). note that after this week 2 has ended, if you then use this brilliant lost love runestone (no matter when earned) and do get a fragment, it could be for either the portrait of lily & severus or the portrait of dougal.
@kiheikid explained it really well. I would just add that runestones from brilliant events are always only level 1. There are no different levels to distinguish between different parts of an event.
Also keep in mind that when something says "You get this by using a brilliant runestone", they really mean "a brilliant runestone from this event, leftovers from the past don't help you."
If what you mean by that @Keybounce is older events like brilliant event darkest of times (January's event) don't count, then correct. But part one runestones of the lost love event do shift for the second part.
And keep runestones from past events. They are worth running low level fortress battles for filling out the book pages to prestige to gold. You won't get usable family foundables from them, but it makes for easily picking up runestone gifts as well.
