It tells you in game from your daily missions tab...just click 'special' it will tell you how much time left till event start. Which I think is just in another 15 minutes or so.
Not according to the timer on the East Coast at least on ours. Ours has been showing that it would be at 1 o'clock today up until about 2 hours ago and then it just randomly changed. I have for people with me that witnessed it with me.

It was always scheduled for 11am Pacific time.
I know and it originally was supposed to start 45 minutes ago and then and today it change to an hour later.

I've been seeing 2pm on mine since like yesterday at least and Im on the east coast too......
