You may be able to solidify your GPS by managing GPS assistance data. On Android I use a tool called GPS Status for this and it provides a faster GPS lock.
Even a slow walk is causing this to happen could there be a point where the player has a "I am the driver" setting so will only build KMs until moving under 5km.
A bicycle riding setting may be a useful mid range measure ( upto 30KMs?)
Could there be a max speed built-in to overcome the jumping GPS issues

This is an unfortunate side effect of people who caused accidents driving and playing the previous games.
Yes, it may mean you can't unlock portmanteaus while on your morning jog, but if that saves a life then maybe that's okay?
it pops up frequently while i am walking or, most often, just due to GPS float thrashing me about like a ragdoll. they need to fine-tune this
