In the Wizarding Challenges each foe has a number. What does it mean? Also, why are some gold but their numbers not very high?

In the Wizarding Challenges each foe has a number. What does it mean? Also, why are some gold but their numbers not very high?

@Traceface14 it is their level each type has base starts. They then get an increase to each stat as a multiple of the level added to their base. The higher the numbers, the more stamina and power. Dodge, defence and defence breach are separate and are based on rank (number of stars). Elites gain an extra multiplier to their power and stamina.
