There seems to be a lot of debate on this topic. The latest I have seen seems to suggest that each type of fortress has roughly the same odds. So there are four types: Ruins, Tower, Forest, Dark.
It doesn’t appear that Tower III gives a better chance than Tower I, but all the Tower levels seem to give a better chance than the Ruins levels. So if you are strong enough to take on Dark or Forest, those would be great options. However, most of us are still using Tower levels due to the amount of potion drain that would come from fighting higher levels.
I hope that answer helped. Also keep in mind, there is still balancing going on and data being collected...so while this may be a good answer now, it could change if the data starts to show something different or if Niantic changes something.
I assume Ruins Chamber V & Tower Chamber I have the highest fragments drop-rate in first 10 chambers. Maybe it’s RNG. idk, but somebody posted about these and chamber 5&6 was the best.

I've also seen some compelling analysis, but most of what I've seen out there is based on relatively small data sets collected by one or two people, and those results can look entirely different the next time around. I think your odds of getting both a challenge fragment and a family fragment are the same on pretty much any level. What does appear to be fairly consistent though is the quality of the drop goes up with the fortress level, for both challenge and family fragments.
I’ve been doing ruins chamber 3 at the moment because I’m trying to get gold prestige on Books 2 and 3 in challenges and I consistently get the books I need at that level. If I go lower I get books 1 which I have prestiged already.
Haven't seen any news on those last two challenge pages yet, @CytopeAchen, even among those who have finished the Dark Chambers. I guess something will happen with those later in the story line, maybe. Until then, I sometimes scroll over to those pages and yell at them, lol. "Why are you there?!"
@CytopeAchen I feel that I've had them forever. Can't even click on them to see a date. I had both of them pre global last nch along with most of the beta players.
@WerewolfChaser we have them as well. Just really curious how to get them to activate or where to find them... An early speculation was they would only be discoverable in the country where the language on the poster was the primary language. Sadly I cant afford that much traveling from my gaming budget...

i sometimes also get jokes 1 foundables as well
i mainly use lvl 1 runestones too and I’m lvl 33

There are several YouTube videos of people finishing the dark chambers both solo and in a group. Several potions are involved.
