When do 2nd page enemy series occur?

Hi,
Since the introduction of enemies series, I have played and defeated already a lot of them. They were dropped automatically by the game as well as occurring due to using eadible dark marks.
However.... never any of the 2nd page (Voldemort, Bellatrix, Omber, Lucius Malfoid, those I mean). Does one first need to fully complete all fragments of the first page?!? Or do something else?!?
I haven't been able to find any clear reason why they don't appear to me!

no one knows when lethal adversaries are gonna be released, all we know is that they'll only be available from events and/or edms only.
Just so you know they don't appear for anyone because they haven't been released yet. But in the meanwhile I suggest you prepare by leveling your profession to 15/15 on adversaries (I am @ 12/15)
Ah, thanks to both of you for confirming that I'm not missing out something here!
Yes I am also trying to max my profession for adversaries (now at 9/15), but it's really hard to get SO many of those red spell and dada books....
