The nearest inn is 2000 m away. Trails are about 1800 m away. Would like to have tracks closer to where I live. I have used several 100 TTDs in the last 2 years and no traces come spontaneously.
if by tracks you mean the paths shown in map you cant and no amount of trace tonics (ttds) will show them as you need to edit open street map and wait until niantic/wb update the map (they havent since before they launched beta in april 2019 and they may not until forever/whenever) (and also hope that by the time osm data -> map is updated your edits wont have been edited/removed by someone /anyone else.)
if by tracks you mean traces/foundables you get from the trace tonic, then you just need to walk about the neighborhood, pois do offer better spawn density but are not absolutely required.
As to spawn locations they appear new whenever niantic chooses to update its cellphone data, data, and according to many reports they havent in about 5-7 years now. Certainly long before WU was ever released.
