Effect TTD back to new normal?

Since update O.W.L.S task, effect TTD has adjusted 30 to 10 (1 minute to 3 minutes), this is will be new normal like a PoGo? I still be confused too.
I found smell bad news is knight bus will be remove on new normal too.
And one more thing, looks like walk portmanteau will be normal too. (Example : prized portmanteau 1km to 2km)
