Dark Marks

Is there a way to improve Dark Marks? I know they are supposed to increase the number of Adversaries appearing (much like the Tonic for Trace detection), but the overall amount of Adversaries appearing does not really change. Furthermore, it may take a a while for an Adversary to show up in the first place, so you get at least 3-4 Adversaries, no different than usual. Please increase the amount when you can.
