I've prestiged a lot of pages so it is getting more and more difficult to place images and get ministry manuals? Is there any other way to get them besides placing images?

Nope. You gain more when placing images on higher level prestiged pages, so it is worth it to prestige to gold. It just takes longer to place the images, but the number of Manuals per fragment is higher.
No shortcuts here but you can optimise the rewards. Note that any fortress fragments only lead up to 3 manuals on a gold page... not worth the effort of gathering 25 fragments.
Go for the red beams and catch the emergency foes, preferably by tossing a trace charm on them first. That way you’ll probably have more than one and quite some rewards. Play during dawn and dusk for the Horned Serpents, during overcast or rainy weather for the threeheaded doggo and most of all... play the maximum you can during community days or wizarding weekends focussing on capturing those red beams.
(too bad, not the CD coming up as they only have orange beams this time)
for example last event with Hagrid, placing him on a gold page gives you 55 manuals each time. With a trace potion for increased spawns overall you get more fragments, and then using a trace charm you get bonus fragments (+1) and extra spawns (+1 or +2), so things go really fast then. I’ve gathered over 1.000 manuals in that event alone.
