I've placed hogwarts for the holidays runestones in multiple Chambers - Ruins, Towers, Fortress however I'm not getting any Argus Filch fragments when I win.

I was as unlucky as you, only had 6 runestones left in total and thus did 6 Dark V runs to place the necessary 2 images for the task. Now the brilliant stones are scarce. To not scare anyone off I started all chambers with lvl 5 Oddity stones (I've got over a 100 so am ok to lose these). And after the team is assembled and everyone hits join I quickly swapped my level 5 stone for this event's brilliant one. I'm no longer put off by people using these in high chambers during events because we no longer get to accumulate a ton of the brilliant stones like before.
@AurorsFocusPls Sorry for the slight non sequitur, but I'm not sure why anyone would be put off by which runestone someone chooses for a fortress battle. Could you explain?
@Attrition when the Knight Bus first came out people discovered that some folks would freeload or leave in the middle of a battle, some players started to show that they were serious players by selecting a level 4 or 5 runestone. The theory is that these are relatively rare and more valuable, so you wouldn't risk it if you weren't going to play to win the chamber. By the same token, brilliant runes were considered "cheap", so someone joining a high chambers with a brilliant rune was considered suspect behavior, and some people would leave the lobby because they thought this person might not try hard enough since they only stood to lose a L1 brilliant rune.
I don't think this dynamic still holds, but there are probably still those who follow it.
@MtPollux Wow...thanks for the clarification. I'm surprised that 4 and 5 runestones were considered valuable because it's been at least a year since they've felt completely disposable at any level, long before there was a Knight Bus.
While I understand the desire to limit exposure to freeloaders, it just doesn't seem like a particularly effective way, especially as in the case above, trying to maximize efficiency of limited Brilliant Runestones in the first week of an event makes Dark V a good place to make sure you get what you need.
Anyway, thanks for helping me understand. I don't agree with the rationale behind it, but at least I know where it's coming from now.

I am having the same problem.
Do you have any assets to download?
I don’t have any assets to download and I’m still not getting him.
I'm having the same issue with two most recent events
