Foundable listed level

If this has been asked and answered already, please point me in the right direction.
I swear that all foundables were listed in the Registry as one level lower prior to 2.14. For example Gryffindor Student used to be Low but her and all similar (55 fragments at gold prestige) are listed as Medium, and therefore all foundables at higher levels are one level up to what they used to be.
I thought that this might finally be fixed in 2.15, but it doesn't look like it. Is this a know bug that will be fixed, or everything will now be pemanently at a higher level? What is the point of the lowest level foundable starting at Medium?

They "fixed" the threat levels by further breaking them. This is just something that we expect them to do by now.
