I believe you’re referring to the indicator that the foundable is a high value item. If it’s a red beam of light, it’s severe or emergency I think.
In my experience, those are Foundables whose images I haven't placed yet. And the darker the bar on the red spectrum, the higher difficulty they have been, as @Dogoutlaw mentioned.
