it certainly took longer to unlock them for me, but for some reason that happens every once in awhile with event portkeys for me so I didn't think too much of it
i think its delayed. and because its delay it is unfavorable to player.
my case is after a couple hours of house chores while normal portkey usually give 2-3 kms, this time dragon portkey opened when i had chill at evening with my coffee few hours later.
